Honolulu Community Action Program (HCAP) – Central District Office may be able to assist with your unique legal needs. The HCAP Central District Office provides community planning and group development. Distributes federal surplus food. Also provides information and referral, personal development aid, emergency and general assistance. Operates special programs including agriculture education and training, employment services, family development and case management, Head Start, and senior community services employment.
